Auditing Process Safety Management Systems

An audit is a fundamental part of an effective
process safety program because its purpose is to
verify that systems to manage process safety are in
place and functioning effectively. The audit element
also needs to have a management system in place to
ensure that it functions effectively—particularly the
follow-up on action items. This paper will describe
a step by step process to effectively manage and
conduct an audit. The authors managed the CCPS
Guidelines for PSM Auditing. Included in this new
guidance will be advice on how to incorporate the
recently published CCPS book on Risk-Based Process
Safety (RBPS) was used as a basis for choosing the
program structure, that is, the elements that make
up a process safety program. These elements are
similar to but not identical to the elements in OSHA’s
Process Safety Management (PSM) Standard (29 CFR
1901.119), and the prevention portion of EPA’s Risk
Management Program (RMP) Rule (40 CFR 68). In
addition to the technical elements of a process safety
program, this book also addresses other sources of
process safety program content and guidance, e.g.,
Process safety culture, OSHA’s audit guidance, the
Safety and Environmental Management Program
(SEMP), and International process safety standards.
Presenter – Mr. James D. Cibelli
Mr. Cibelli has over twenty-five years of diversified engineering experience in risk management in the process industries. Mr. Cibelli has provided training, safety and operations guidance to clients by developing and implementing Process Safety Management (PSM) management systems for a multitude of critical risks. His work has included Process Hazard Analyses (PHAs), compliance auditing, standard operating procedures (SOPs), and other analysis techniques.
Mr. Cibelli has extensive experience in onshore and offshore production facilities in West Africa, Canada, Indonesia, Kazakhstan, Malaysia, Thailand, UK, and throughout the United States. He held numerous positions within Exxon’s reservoir engineering, asset management and agency relations groups. Mr. Cibelli has been involved with the successful startup of two offshore production platforms as well as several projects involving FPSOs. He has applied this experience to all industries in order to improve safety and productivity through risk analysis.
